When Emperor Zhu Yun sneaks out of the palace to wander the city, he gets tricked by a gangster called Xiao Long Xia. Afterwards he finds out that Xiao Long Xia uses the stolen money to help the refugees outside the capital. Back at the palace the young emperor has not only the ruthless behaviour of his concubine to worry about but an attempt on his life as well. In the meantime, Xiao Long Xia and his companions decide to rob the son of a greedy official.
